David’s early career was spent in the electrical and electronic industry before taking up lecturing appointments in Further and Higher Education. A spell working in the Middle East for an international oil company saw his return to the UK to take up numerous senior appointments in education and educational administration. During this period David had the opportunity of working once again in the Middle East, in addition to many European countries.
He has served Plymouth as a magistrate and has been a member of the Board of Visitors at a large prison. He has a particular interest in penal education, having served on numerous national committees working with various national agencies. He also voluntary Chair’s Independent Complaint Reviews for Health Authorities.
David has been a member of all of the Police Authority’s major committees and has served as an Independent Custody Visitor for the Authority. He is a member of numerous national committees of the Association of Police Authorities and Is Chairman of the Operational Policing, finance and Information Technology. David has been instrumental in pioneering initiatives involving the Police Authority and Police Service working together with Plymouth youth.
