This area of the Publication Scheme contains copies of some of information that has been disclosed in response to requests for information received by Devon & Cornwall Police Authority under the Freedom of Information Act 2000.

We will publish all requests and responses that have been given in response to a media request, as well as any responses where we feel that information disclosed is in the general public interest.  The disclosure logs will be placed onto this website after the responses have been sent to the requester.

Planning application to demolish The Police Station in Ashburton

Would you please supply me with any information/communication/document/minuted meeting, that the Authority has had with regard to the planning application to demolish The Police Station Eastern Road Ashburton and erect an Office/Retail complex. This application has been submitted to DNPA ref 0232/11.

This information should contain any and all documentation with regard to the development of that application, with the Constabulary, and especially with regard to any correspondence, communication, document or minuted meeting that has taken place with any third parties, including, Architects, Surveyors, Business Agents, Estate Agents, Retail Businesses, or any other contractor consultant or agent that has been involved in negotiations or acted either on the Authorities behalf or that of the Constabulary.

Expenditure at the Police Authority.

I am writing to obtain information about details of expenditure at the Police Authority.

  1. A copy of the expenditure accounts of the Police Authority for the years 2008-9 and 2009-10. This is for the Police Authority as an entity distinct from the Police Force.
  2. The remuneration details of all senior staff at the Police Authority in the 2008-09 and 2009-10 financial years. “Total remuneration” includes, but is not limited to, items such as base salary, bonus, benefits in kind, car allowances, expenses, redundancy payments and employers’ pension contributions.
  3. A breakdown of other costs for the Authority in the 2008-09 and 2009-10 financial years, separate from costs/grants/funding associated with the Police Force. These costs should include, but are not limited to, details of meeting expenses, travel expenses, office equipment and members' allowances. All costs should be for the operation of the Police Authority only.

Ownership of the police.

There has been much speculation on the Internet about the possibility that D&C Police are in fact owned by, or run by, or financially involved with (in a subservient capacity), Private corporations.

Some have said D&C Police are owned by IBM

Others have said that they are working for a company called Reliance INC

The social implications of this are, as you can understand, quite important.

If a police Constabulary is working for a private company (run for profit) then the obligation to make monetary gain will sometimes take the place of, and run contrary to, common Law Peace-keeping, prevention of harm to property, and the upholding of basic human rights.

So my request under the Act is this:

  1. Is D&C Police in any way owned (whole or in part) by the above mentioned companies?
  2. Are there any invoices from, or to IBM, or Reliance Inc. dated in the last 12 months.  And can these be made available for public inspection?
  3. Does D&C Police have shareholders? And if this cannot be given under the Act, does D&C Police make any kind of dividend payment in its financial accounting in any year?
  4. Are D&C Police contracted to provide support to any company mentioned here, or local debt recovery services?

Obviously, the more complete your answer, the less harmful rumour, and more Factual information will be in the public domain.

Magazines or Newsletters published by the Authority

I am writing to obtain information about any magazines or newsletters published by the Authority.

  1. To outline my query as clearly as possible, I am requesting:

    The names of any magazines or newsletters published by the Authority in the 2009-10 financial year or the 2010-11 financial year to date. This includes the statutory "Local Policing Summary" or any newsletter / magazine published to fulfil this publishing responsibility.
  2. The frequency with which each publication was/is produced.
  3. The total cost of producing and circulating each individual publication in each of the financial years mentioned above.
  4. The number of copies of each publication that were/are produced, and the number
    of undistributed copies that are returned and/or disposed of for each issue.
  5. The amount recouped for individual publications through sales in each of the
    financial years mentioned above.
  6. The amount recouped for individual publications through advertising in each of the
    financial years mentioned above. Please break this down by organisation, but if this
    not possible please continue to provide a simple list of the organisations.

Meeting Financial Challenges.

I would like some background information on the plans Devon and Cornwall Police Authority have in place to deal with financial challenges ahead in lieu of spending cuts,

  1. What kind of preparations are in place to deal with the recently announced spending cuts?
  2. What areas have already been identified to date to deliver savings?
  3. How many jobs will be lost as a result of the above measures?

I am writing to request information under the Freedom of Information Act 2000.  In order to assist you with this request, I am outlining my query as specifically as possible.

I have 5 questions, which I wish to be treated as separate FOI requests, which are pulled together into the same email for convenience. Please confirm that you have received them and that you are the right person to contact with these requests.

  1. What has been Devon and Cornwall Police Authority’s total contribution to police pensions, on an annual basis?

Cars

I would like to make five separate requests for information under the Freedom of Information Act. I would be grateful if you could respond immediately to confirm receipt of these requests and to provide me with unique references number for them. They are grouped together for convenience but should be processed individually.

I would like to request information on cars made available by your authority to any member - I am not referring to temporary hire vehicles (taxis etc) but cars bought or long term leased by the Police Authority. 

Requests:

1: A current list of any car provided for authority members (make, model and any further details available) and the position of the member for whom the car was provided.

2: Actual or estimated purchase costs for all cars provided since April 2006 including a note of whether the cars were acquired new or not.

3: A full lists of all cars (make, model) provided since April 2006 including the dates they were in service and if possible what happened to them (were they sold, for example, and if so for what value?)

4: The annual costs of servicing and insuring these cars as covered by the police authority (or otherwise an itemised list of costs relevant to servicing and insuring these cars). If possible for years 2009-2010, 2008-9 and 2007-8.

5: The annual costs covered by the police authority of drivers (salary, and where possible, expenses) if relevant. I would like this for the years 2009-10, 2008-9, 2007-8.
