6. A Three Year Financial Strategy – 2008-09 to 2010-11.
   Joint report of the Treasurer and Chief Constable.
   This report covers the spending proposals and key issues relating to the three year finance strategy.  It is supported by a booklet of annexes.

7. Treasury Management Strategy for 2008-09
   This report presents the Treasury Management Strategy for 2008-09 covering borrowing, lending and cash flow management.
8. Performance Reports
   • Performance Management Committee – meeting held on 30 January 2008.  Report of the Committee Chair.
     Provides a summary of the items of business discussed at the last meeting of the Performance Management Committee.
   • Update on performance report  - Report of the Deputy Chief Constable. Summarises the performance activity of the Devon & Cornwall Constabulary to meet targets set by the Authority in its Annual Plan and uses iQuanta to benchmark with most similar forces.
9. Chief Constable’s Report (cover) Chief Constable's Report Update
   This report provides a general update on policing issues since the last meeting of the Police Authority and includes:
   • Major incidents and policing diary
   • Personnel snapshot
   • Force Strength
   • Awards and qualifications
10. ACPO Appointments
    To appoint a panel to deal with the selection of Assistant Chief Constables.
11. Strategic Plan
    To report on development of the Strategic Plan 2008-11.
12. Reports from Committees
    The following reports provide a summary of the items of business discussed at committees held since the last meeting of the Police Authority and are presented by their respective Chairmen.   Where decisions are required from the meeting, these are included at the beginning of each report.
    • Human Resources – meeting held on 24 January 2008.
    • Performance Management – meeting held on 30 January 2008.  See Performance report at item 8.
    • Community Engagement – meeting held on 31 January 2008.
    • Resources – meeting held on 7 February 2008.
    • Standards Committee – meeting held on 29 January 2008.
    • Urgency Committee – meetings held on 7 January and 4 February 2008.
13. Independent Custody Visiting Report
    This report summarises the output from independent custody visiting for the period 1 June 2007 to 31 December 2007.
14. Association of Police Authority Meetings
    Provides a summary of meetings held by the Association of Police Authorities to which Devon & Cornwall Police Authority Members are invited.
15. Police Authority Liaison Meetings
    Provides a summary of Police Authority Liaison Meetings held since the last meeting of the Authority.
16. Sir Ronnie Flanagan’s  Review
    To provide an update on the policing report issued by Sir Ronnie Flanagan particularly in relation to local accountability. Oral report.

18. Insurance Renewals
    Proposes the renewal of liability and motor insurance, property and related insurance, and helicopter and other policies with insurers as specified in the report.
