A meeting of the Devon and Cornwall Police Authority will be held on Friday 8 December 2006 at 10.00am in the Training College conference room, Police Headquarters, Middlemoor, Exeter to which you are requested to attend, to consider the items as detailed on the Agenda given below.
Any papers listed as “to follow”, urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

Recommends that a panel comprising the Chairman and 4 members be appointed with delegated powers to appoint an Assistant Chief Constable. - Annual Audit Letter
This is the annual letter of the Audit Commission summarising the conclusions and significant issues arising from the recent audit of the Authority. The Annual Audit Letter has been considered by the Corporate Governance Committee which recommends the Authority to accept it. - Baseline Assessment 2005/06
A debate on the Baseline Assessment 2005-06 published recently by Her Majesty’s Inspector of Constabulary. This includes areas recommended by the Performance Management Committee that the Authority should focus on in the year ahead. Members already have copies of the full Baseline Assessment. - Job and Grading Review
Updates the Police Authority on current progress. The Human Resources Committee considered this at their meeting 8 November 2006 and recommends to the Authority that the flow chart be agreed. - Disability Discrimination Scheme - Authority
Under the Disability Discrimination Act 2005 there is a requirement for the Police Authority to publish a Disability Equality Scheme. The scheme presented here is for 2006 to 2009. There is a requirement to report and publish progress each year and review and revise the Scheme every 3 years. - Disability Discrimination Scheme – Force.

An up-date on how the work is being taken forward to move towards operating as a Strategic Police Authority. Oral report. - Police Authority Liaison Meetings
Provides a summary of Police Authority Liaison Meetings held since the last meeting of the Authority. - Purchase of Replacement Force Helicopter
Recommends the Authority acknowledges the potential Home Office funding offer and notes the outstanding financial requirement and order deadlines, and recommends the process to purchase a Eurocopter EC 145 helicopter subject to confirmation of Home Office funding. - Licensing Act 2003 - Update
The Licensing Act was implemented one year ago and this briefing has been prepared at the request of the Police Authority as an update on the workings of the Act with particular emphasis on the effect it has had on policing especially the night-time economy. - Closed Items (Items which may be considered by the Authority with only members of the Police Authority, appropriate Officers and expert advisors present, on the grounds that exempt / confidential information may be disclosed)

A meeting has been arranged for 4 December 2006 to discuss all aspects of the proposal to support to the Devon Air Ambulance Trust. Draft resolutions will be produced for the Authority’s consideration to follow. - The National Police Staff Council Handbook and Weekend Enhancements for Devon & Cornwall Police Staff
This report updates the Authority on work being undertaken with the objective being to implement the Police Staff Council National Handbook and accepting it as providing minimum standards of employment for allowances and benefits. The Human Resources Committee and the Resources Committee have considered this item and their recommendations are attached to the report. Report to follow.
