A meeting of the Devon and Cornwall Police Authority will be held on Friday 5 October 2007 at 10.30am in the Daw Room, County Hall, Topsham Road, Exeter to which you are requested to attend, to consider the items as detailed on the Agenda given below.
Any papers listed as “to follow”, urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

Recommends revised Terms of Reference for Police Authority Committees. - Draft code of conduct for Members
The new Model Code of Conduct for Members was laid before parliament on 4 April 2007. Authorities had until 1 October 2007 to adopt the new Code after which time it automatically applies. The Standards Committee considered the legislation at its meeting on 24 April 2007 and presents its recommendations in the report. - Annual Governance Report
This is the annual governance Report of the Audit Commission summarising the conclusions and significant issues arising from the recent audit of the Financial Statements. The Annual Governance Report has been considered by the Corporate Governance Committee, which recommends the Authority to accept it. - Revised Integrated Risk Management Policy
Presents the policy for approval. - ISO 14001 Environmental Management Standard
The aim of the Devon and Cornwall Police Authority Environmental Strategy is to positively promote the constabulary’s adoption of environmental best practice following the guiding principles set out in the ISO 14001 Environmental Management System. The draft strategy is attached for Members’ consideration and approval. - Special Priority Payments
Recommends adoption of the roles for the payment of Special Priority Payments as set out in the report. - Association of Police Authority Meetings
Provides a summary of meetings held by the Association of Police Authorities to which Devon & Cornwall Police Authority Members are invited. - Police Authority Liaison Meetings
Provides a summary of Police Authority Liaison Meetings held since the last meeting of the Authority.Closed Items (Items which may be considered by the Authority with only members of the Police Authority, appropriate Officers and expert advisors present, on the grounds that exempt / confidential information may be disclosed)
Recommended that the Agenda items detailed in the table below be considered as closed items
