The report will give on the implementation of Her Majesty’s Inspector of Constabulary (HMIC) recommendations. - .Absence Comparison
Following consideration of long term absence information at the Human Resources Committee meeting on 8 November comparative date with other organisations was requested. The report provides the requested information. - Job and Grading Review
The report will provide the Committee with an update on the Job and Grading Review. To follow - Overtime Levels and Trends
A request was made at the Police Authority Human Resources Committee Meeting dated 30th March 2006, for information on Police Officer Overtime Levels and Trends. The reason for this was to assess current levels against those that have occurred previously and to highlight any areas of concern within any particular BCU or Department. The report provides information as at 30 November 2006 and an indication of the end of year picture with projections based on the current levels of expenditure. - .Impact of Assaults on Officers
Members requested information regarding the impact of assaults upon police officers and police staff following the significant number of entries made in the Chief Constable’s Operational Report at the Full Police Authority meeting on 29 September 2006. The report provides the information requested. - Special Constabulary Deployment, Management and Duty Hours
The HR Committee requested information requested relating to the deployment, pattern of use, hours worked and type of duties performed by special constables. - Alcohol & Drugs: Misuse and Testing Policy
The Police (Amendment) Regulations 2005 introduced legislation enabling the testing for substance misuse of certain members of the force. Force policy D311 Alcohol and Drugs: Misuse and Testing (appendix attached) has been drafted in compliance with the legislation, ACPO policy and Home Office Circular 45/2005. Forces are expected to have implemented this policy by 31 March 2007. - HR Department Future Structure
- Psychological Disorders and Actions Being Taken to Prevent and Manage Absence
The report will provide information requested by the Committee regarding the prevention and management of Psychological Disorders. To follow - .Impact of Age Legislation
The Employment Equality (Age) Regulations 2006 came into force on 1 October 2006. These regulations apply to all workers and to people who apply for all work or vocational training. The regulations prohibit direct or indirect age discrimination as well as harassment or victimisation. The report provides information on the actions taken to comply with the legislation. The Authority’s Diversity and Stop & Search Working Group requested that a report be presented to the Committee giving information about the subjects / issues which were the reasons for Employment Tribunals. The report provides an analysis of information relating to employment tribunals. - Changes to LGPS Regulations - Flexible Retirement
Changes to the Local Government Pension Scheme contained in the Local Government Pension Scheme (Amendment) Regulations 2006 introduce the new concept of ‘flexible retirement’. The Authority is required to agree and publish its policy with regard to this provision. The report suggests a way of implementing such a policy. - Revised Compulsory Redundancy Terms for Police Staff
The introduction of age discrimination legislation and changes to the Local Government Pension Scheme (LGPS) require a review the current Force Redundancy Policy, D254 for Police Staff. The report suggests options for the future and requests the Committee to consider its preferred way forward. - Proposed Voluntary Severance Terms for Police Staff
The report recommends the principles of a voluntary severance scheme to go forward to the full Police Authority for consideration prior to discussion with the trades unions. - Long Term Sickness within South and West Devon BCU
Following consideration of long term sickness data at the meeting on 8 November 2006 the Committee requested a report regarding sickness absence in the South & West Devon BCU. To follow
