A meeting of the Human Resources Committee, which you are requested to attend, will be held on 1 May 2008 at 10:00hrs in the Conference Room, Devon and Cornwall Police Authority, Endeavour House, Woodwater Park, Exeter, to consider the items as detailed on the Agenda given below.

Any papers listed as “to follow”, urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

Opening Items

  1. Apologies for Absence
    To receive apologies for absence from Members unable to attend the meeting.
  2. Declarations of Interests
    To receive any declarations from Members / Officers of personal and / or prejudicial interests in respect of matters for consideration at this meeting, together with the appropriate statement on the nature of any such declared interests.
  3. Chairman’s Announcements
  4. Minutes
    To confirm the minutes of the meeting held on 24 January 2008.
  5. Presentation on the Black Police Association
    A representative from the recently formed local Black Police Association will give a short presentation about the Association.
  6. Lead Member Report on Diversity
    The Lead Member for Diversity, Mrs J Owen will give an oral update on work recently undertaken in the diversity arena.
  7. Attendance Management  - Performance, and Improvement Plan
    This report will provide the 2007/08 absence data and make comparisons with benchmark targets. The attendance management improvement plan (deferred form the January 20008 meeting) will be included.
  8. Review of Learning and Development
    This report will include information on the recently undertaken review of Learning and Development and will also provide a look forward at what it is intended to do to address the opportunities identified in the review. (this item was deferred from the January meeting)
  9. Lead Member Report on Learning and Diversity
    The Lead Member for learning and development, Ms J Norton will give an oral update on work recently undertaken in the learning and diversity arena.
  10. Alcohol and Drugs Misuse and Testing Policy
    This report will provide information about the activities undertaking in connection with the Alcohol and Drugs Misuse and Testing Policy since its implementation.
  11. Employment Tribunals
    This will provide a summary report of where the Force has been involved in Employment Tribunals during 2007/08 and will include a general report about costs. To follow
  12. Police Staff Handbook Roadshows
    Members, especially those who attended the roadshows, are invited to give their feedback, suggestions and identify any learning outcomes regarding the roadshows.
